Get help with an energy crisis

Get help with an energy crisis. Check your local provider’s programme, service area and current instructions.

Before you start

Choose your county on the map, then check the named provider and its city or ZIP service area. A county referral is a starting point; it does not establish eligibility at your address.
Bill assistance, crisis assistance and weatherization are different services. Some counties use separate providers for bills and home improvements.
Funding is limited. Meeting an income guideline or receiving help in a previous year does not guarantee a payment. Continue to contact your utility about payment arrangements and disconnection.
Check current application channels before visiting. Some providers accept only online or mailed applications; telephone hours, public visits and appointment times can differ.

Ask about an energy crisis — California guidance

Contact the local provider about disconnect notices or an energy-related crisis. A 24–48-hour notice is an example of a crisis; it is not a promised response time.

Official guidance

The Energy Crisis Intervention Program (ECIP) provides assistance to low-income households that are in a crisis situation. Such an example would be a household receiving a 24-48 hour disconnect notice or service termination by their utility company. Another example would be a household facing an energy-related crisis that could be deemed potentially life-threatening in the household, such as a combustible appliance.

CSD lists energy providers for this county. Check the provider’s city/ZIP and programme before applying; county browsing is not an address-level eligibility decision. Providers are separate organizations, and a listed office can be outside the county. Confirm the current application channel before visiting.
