The Energy Crisis Intervention Program (ECIP) provides assistance to low-income households that are in a crisis situation. Such an example would be a household receiving a 24-48 hour disconnect notice or service termination by their utility company. Another example would be a household facing an energy-related crisis that could be deemed potentially life-threatening in the household, such as a combustible appliance.

Write to your local provider first. CSD says the local appeal must be reviewed and a decision rendered within 15 days after receipt. This is a decision period, not a filing deadline or benefit-payment promise. A further written CSD appeal is available.
If an application for the Low Income Home Energy Assistance Program (LIHEAP) or the Department of Energy's Weatherization Assistance Program (DOE WAP) benefits or services is denied, if the response to a request for services is not timely received or if the local service provider’s performance is unsatisfactory, the applicant may initiate a written appeal with the local service provider. The appeal must be reviewed and a decision rendered no later than 15 days after the appeal is received. If the applicant is not satisfied with the local service provider's decision, the applicant may appeal the decision to the California Department of Community Services and Development in writing pursuant to Title 22, California Code of Regulations section 100805.
